Scottish political economist. Studied at Edinburgh University. Wrote for the Scotsman; editor, 1817–21. Published and lectured on political economy, in Edinburgh, and, from 1824, in London. Professor of political economy, University of London, 1828–37. Comptroller of the Stationery Office, 1838–64.
