Joseph Clay Stiles Blackburn
1838–1918
American politician. Admitted to the bar in 1858. Served in the Confederate army during the Civil War. Democrat in the Kentucky House of Representatives, 1871–5; US House of Representatives, 1875–85; senator, 1885–97 and 1900–7. Governor of the Panama Canal Zone, 1907–9.
