John Francis Stanley (Frank) Russell, 2d Earl Russell

1865–1931

Politician. Son of John Russell, Viscount Amberly. Became Earl Russell in 1878. Attended Oxford University from 1883, but did not take a degree. First Labour peer; parliamentary secretary to the Minister of Transport, 1929; under-secretary of state for India, 1929–31.
